You're absolutely right. It was always our intention to publish the
UKCMF as two documents; the general framework and an X4L application
profile. So far we have only published the X4L application profile so I
can appreciate that this may be causing non X4L users some confusion.
I'm hoping to spend some time working on the documents over the next
couple of weeks so hopefully we will be able to publish the general
version of the framework in the not too distant future.
