Thank you for all these thoughts. I don't think it is the king of Glory,
since that is a common formula by itself, namely 'wuldres cyning' or
'wuldorcyning'. Nonetheless, there are 10 passages which include 'cyninga
wuldor' and should be literally translated as glory of kings. Both phrases
also appear in the same texts and look specifically chosen. The poets of
Andreas, Elene, Christ, Juliana, Judith, Resignation and Fates of Men seem
to have made a deliberate choice. The last occurrence is in Wulfstan's
'Institutes of Polity' where he clearly distinguishes between God as king
and God as glory of kings.
Prov. 25:2 doesn't seem to imply God as identity of the Gloria regum. Psalms
20:6, on the other hand, is extremely helpful, as it sees the origin of the
glory of king David in the salvation of God.
The 'decus regnatium' of Latin Liturgy that Cecilia mentioned would also be
very interesting.

I expect there is a simpler explanation for the phrase 'glory of kings', but
I wonder if it is not trying to express the thought of Ps. 20:6 (Vg): magna
gloria eius [sc. regis] in salutari tuo: gloriam et decorem pones super eum,
which perhaps at the same time drawing the phrase (admittedly out of
context)
from Prov. 25:2: gloria Dei celare verbum et gloria regum investigare
sermonem.
