I spoke to AQA about this a couple of years ago. Their "take" seemed to be that as we allocated candidate numbers then we could allocate them alphabetically if we wanted.

We distribute things in candidate number order, also our
database 'knows' the UCIs, so that would be better for us.
Alphabetical wouldn't help as we have different number
ranges for first, second and third years, and another for
part-time students.
