You may have done this but if not first thing to do is check whether any one
else within your authority has purchased them. If they have done so, my
understanding (from going through this process a few years ago) is that they
would then have a licence for the maps to be installed on a certain number
of PCs, so if they have not taken up their full entitlement and you mount a
successful charm offensive you may get them for free.
Otherwise as others say it is a matter of finding other departments to share
the cost with.
As an aside, Pete Iles' maps obviously came in a different format to mine,
as
mine came as individual rectifed scans of the old maps. I think that the
process of cutting up and tiling the original sheets into modern 1:10000
equivalents was something Landmark did for those customers who wanted their
maps in ArcView rather than Mapinfo format.
And as another aside...I too remember speaking to Landmark around 5 years
ago and being told the likely purchase price would be around £5 per tile,
only to find a few months later that the asking price had been hiked up to
around £50 per tile! They gave me the impression that this was at the
behest of the OS.
