We looked at Landmark but decided against it as it was too expensive and the
licensing was very restrictive, so we did it on our own. Our Record Office
has most of the maps, so we contracted a scanning company to do it.
What I would say is that you will need to have someone keep a very close eye
on what is going on, as by going it alone there are numerous stages in the
process from acquisition of maps through to creating the seamless layer. If
you don't monitor it tightly then you could end up in a mess, like we did.
We did find that there is a demand from other users, such as other local
authorities, and it may be worth seeing if any other users would be
interested in contributing to the overall cost.
