Bruce is right that we did this in WoSAS, way back in about 1995 (before Landmark was available). We worked with the National Library of Scotland who loaned originals for scanning (and who received the digital product), then all images were georeferenced using the corner coordinates that can be obtained from OS. We then improved the registration of some images on an adhoc basis whenever required, particular to deal with the inserts (bits of map that were printed onto a blank bit of an adjacent sheet). I think there were about 400 map sheets, to cover 13,000 sq.km.
This was very successful, but I'm not sure how easy it would be to repeat. The holders of originals might not want to subject the maps to the risks of scanning now that there is a readily available digital copy.
Mind you, one rather interesting result of the WoSAS project was that there are actually different versions of the 1st edition maps. For example I think I remember that we had one showing the Fort Matilda coastal fortification in Greenock, while another version (nominally of the same date and survey) showed only a park and blank space!
