Could the three keys of St Peter idea come from the city arms of Avignon?
The arms are:
AVIGNON, City of. Gules, in pale three keys fesswise wards to dexter Or.

Avignon was, of course, the headquarters of the rival Pope during the 12th
century Schism.
The three keys would also upstage the two on the Papal coat of arms.
However, this suggestion does rely on the Avignon arms being of 12th
century origin or earlier.
