I can't give an official answer, but I suspect you're too late to go
in before the review. If you tell me what your SE is called I can have
a look at it, but not before next week.

In effect the definitive list (as definitive as you can get) is the one on
the top-level MDS:
[burke@testbed010 burke]$ ldapsearch -x -h lxshare0373.cern.ch -p 2135
-b "mds-vo-name=edgpro,o=grid" "objectclass=siteinfo" | grep -i sitename
siteName: CERN-PRO-1-4
siteName: LLR
siteName: RAL
siteName: NIKHEF
siteName: OXFORD
siteName: Padova
siteName: Legnaro
siteName: CNAF
siteName: SARA
siteName: CC-IN2P3
siteName: ManHEP-pro
siteName: LIV

The official production RB is lxshare0380. It suffers from various
problems from time to time ... in effect any RB with an II fed from
lxshare0373 is a production testbed broker. I don't know if there
are any rules about setting up such a broker, but in practice it's
impossible to prevent given that we have no security on MDS.
