This has turned out to be ultimately caused by changes to the campus
networking at Manchester, which put the port 389 LDAP server behind a
firewall. We've talked to the network ops people and this is being changed
back. However, in the meantime I'm running the VO LDAP service on port
3890 as well as the normal port 389.
To use this temporary measure, sites should change
group ldap://vo.gridpp.ac.uk/ou=testbed,dc=gridpp,dc=ac,dc=uk .gridpp
in /opt/edg/etc/mkgridmap.conf to
group ldap://vo.gridpp.ac.uk:3890/ou=testbed,dc=gridpp,dc=ac,dc=uk .gridpp
and rerun /opt/edg/etc/cron/mkgridmap-cron
