Ah, but define 'over-demand'.
It would be interesting to make a list of 'genuine' reasons for consulting
your doctor and 'unreasonable' reasons.
It would be even more interesting to make two lists - one for NHS patients
and one for 'fee-for-service' patients and compare them.
Perhaps we should shift this to GP-UK?
