I think what we do in Australia with our LMS/MLE is working well. We have a
product that we called Toolbox that is used by the NSW TAFE to do just what
you describe. It's been developed over the last 5 years with lots and lots
of input from teachers, administrators, developers and students - it's
certainly still evolving but we reckon it's pretty good!

In many institutions, there is a very sharp divide between
'curriculum' and
'MIS' - even to the extent of physically separate networks - and as
this is
even more embedded mentally than it is in the infrastructure it is
very hard
for what would seem obvious to any kind of information professional
to be
implemented!
The 'dream' is something totally integrated where each individual
can sit
down anywhere in their institution (or even off site), log in and
gain
access to everything that they require... be it learning materials,
registers, personal data, whatever... naturally via a robust access
control
that ensures that nobody gets to look at stuff they should not see.
This
kind of transparency is a long way off :-(
Even the products available - assuming you are going to buy
commercially
rather than write your own systems - are not as yet designed to do
this kind
of thing... and if you have just spent £loads on a new VLE, say, and
then
committed a lot of time and energy to put learning materials on it,
you
don't want to change even if the sort of fully integrated solution
you'd
want was available!
