Richard, you asked:

I am not familiar with moodle but when I was evaluating VLEs I
wanted to be satisfied that the product could:
1. support the teaching and learning processes of the institution,
i.e. was pedagogically sound
2. accomodate individual needs
3. facilitate an adaptive learning environment
4. accomodate lecturers with limited and advanced ICT skills
5. provide data to individual lecturers, thereby informing teaching,
learning and quality processes of the institution
6. faciliate any time, any place learning / teaching /administration
7. integrate with other institutional systems, e.g. student
information, portal, library, etc.
8. comply with current legislation and guidelines, e.g. SENDA,
W3C WAI, Data Protection
9. provide flexibility in the use of online functionality, i.e. so that
teaching / learning tools can be mixed and matched to meet
discrete course requirements.
This criteria list is not exhaustive but should get you cracking....
Good luck
Shirley
