It seems to me that the problem lies with the way in which the course
assessment criteria are set, and how explicit these are.
It should be possible to answer the question from the assessment
criteria. If these are simply to show certain capabilities and those
needed for both assignment are demonstrated fully in the single piece of
work, then it shouldn't be a problem. But if somewhere in the assessment
criteria there is something on the lines of 'submit at least x
subtantial pieces of work on different topics' then the student will not
have met the criteria with x-1 pieces of work.
If there is not suitable clarity in the assessment criteria, there is a
problem.
