IIT in Chicago is doing research and design projects aimed at developing countries. I saw a presentation of work from two students at a the recent HITS Conference there about a couple of weeks ago organised by their Institute of Design which was looking at some problems in India. They are doing extensive work related to China and there are a number of students in their postgraduate programs from developing countries.

I am surprised you have not met with any response from design institutes in developing countries - obviously the main repository of knowledge in this area, as well as the actual site of practice.
The institute I am part of, Srishti School of Art, Design & Technology, is engaged in a number of projects that explore and experiment with the nature and role of design in a "developing" country like India. Also, I'm sure you are aware of the National Institute of Design that has a long history of work in this field. And there are also the Indian Institute of Crafts and Indian Institutes of Technology that have done some work in the field. I have not even covered the many schools of architecture and textile/fashion design yet.
