A lot depends on the construction - wood, wood & iron or iron.
Also how the drive was taken off - Axle, ring gear with traditional spokes
or suspension wheel (with ring gear)
I will try to ask a Millwright I know for more details.

Does anyone know whether anything has ever been written on what diameters of
water wheels are suitable for particular numbers of spokes? A project I'm
involved with recently acquired a water wheel axle and hub with slots for 12
spokes per side. I'm aware that 18' whhels often have 8 spokes and I've
seen a 35' wheel with 16 spokes, but can't find any technical literature on
them.
