The Health Library Service is looking for an administrator with excellent
organisational and communication skills, to support the library service as
it contributes to the development of the Peninsula Medical School and the
Knowledge Spa in Cornwall. You will be based in the Health Library, Royal
Cornwall Hospital, Truro.

We need someone who is familiar with the demands of a busy healthcare
library, preferably having worked in either NHS or academic libraries, and
who understands the pressures of providing an information service to a high
standard.  The post involves supervising staff, organising routines,
maintaining agreed levels of service and overseeing expenditure.  Relevant
experience of computer technology is essential and familiarity with a
variety of software systems is expected.

The Administrator will be a constant presence in the library, communicating
with members of staff and library users at all levels, liasing with
Undergraduate and Postgraduate Offices within Cornwall Postgraduate Centre
and directly responsible to the Library Manager.

This post offers an opportunity to work in one of the premier health library
services in the South West, as part of a very professional team of
information providers.

This post is fulltime working 37 hours per week.

HEALTH LIBRARY ADMINISTRATOR

Title:                  Library Administrator

Grade:                  A & C 5 - £16,106 - £19,592 p.a.

Hours:                  37 per week

Accountable to: Knowledge Manager / Director of Medical Education

Key result areas:       Staff management, acquisitions, budget, service
planning, library environment.

This is an administrative role in support of the overall management of
Cornwall Health Library Service.  The Library Administrator will be
responsible for day to day running of the service and will provide oversight
of library routines, ensuring that a high quality service for end users is
being maintained.  The Library Service is working towards the immediate
goals of:

*       Satisfying the requirements of an accreditation visit in September
*       meeting the objectives of the current Library Services Business Plan
*       working with the Peninsula Medical School and the Institute of
Health Studies to create an integrated new Library and Resource Centre in
the Knowledge Spa development currently being built on the Royal Cornwall
Hospital site, Truro.

The Library Administrator post is fundamental to the achievement of these
goals.

Responsibilities: -

*       Staff management responsibilities

                Staff management of the following posts: Interlibrary Loans,
Resources, Outreach, Branch libraries and the Library Trainee.

                To manage designated library staff, including staff
appraisal and continuing professional development.
	
                To arrange weekly Staff Briefs and monthly Staff Meetings,
taking notes, maintaining minutes and circulating action points.
	
                To keep the Staff Manual current and to inform staff of
changes in practice as appropriate.

                To maintain an overview of routine library work, to identify
and resolve any 'logjams' in work flow in relation to stock accession and
circulation, interlibrary loans and literature search requests.

                To prepare monthly Absence Returns and to collect Leave
Applications and Mileage Claim forms for the Knowledge Manager.

*       Resources/stock control responsibilities

        To manage acquisitions in accordance with the Resources Strategy.

                To ensure supplies of library stationery and equipment are
maintained and to authorise replacements or new items through Eros or by
other means as appropriate.

*       Budgetary responsibilities

To support the management of the budget in accordance with the Budget
Strategy.

                To maintain oversight of the Library budget within defined
parameters and to draw attention to any variations from set targets.

                To manage the petty cash float and make monthly payments to
the General Office.

*       Library Environment responsibilities

                To provide oversight of security issues in the library
building including registration of new members for out of hours access.

                To be aware of relevant Health and Safety issues and to make
recommendations for necessary actions.

                To ensure that the library environment is safe, comfortable
and in good working order, liasing with Estates Department personnel for
works requirements as necessary.

*       Service planning and development responsibilities

                To work towards the achievement of the objectives outlined
in the annual Business Plan, in conjunction with the Knowledge Manager and
other members of the library team. 

                To contribute to preparations for the Accreditation visit in
September.

                To market, promote and evaluate the library services,
participating in current awareness and on-going professional training.

                To manage, co-ordinate and promote the teaching programme
provided by library staff - bookings, feedback, evaluations, and follow up
visits.

        To contribute to the teaching programme as required.

                To liaise with the Systems Librarian to ensure that library
technology is used appropriately, and to provide advice on any developmental
requirements. 

                To work as an effective member of the Library Services team,
contributing to the overall professional development of the service and
facilitating the move towards an integrated Library and Learning Resource
Centre in the new Knowledge Spa.

*       Representing the Library Service 

                To represent the Library Service at local, WDC area (Devon
and Cornwall) or regional level, in agreement with the Knowledge Manager.

TERMS OF EMPLOYMENT

The terms and conditions of service will be the same as those for staff
working within this area.

MEDICAL EXAMINATION:

The appointment is subject to a satisfactory medical examination and
shortlisted candidates will be required to complete a Confidential
Declaration of Health Questionnaire prior to the interview.
