Here in the US notaries public generally certify that the individual signing a document is who they say they are. doesn't take much to become one, but their services are almost always required for something. They maintain a log of when they provide the services. Primary services are for loan documents and real estate transfers.
Also most state and local government agencies will provide copies of birth and death certificates that they certify to be true copies from the microfilm. They are not valid unless a crimped seal or rubber stamp seal is present along with an official's signature.
Educational transcripts are certified by the school, but most institutions requiring copies of transcripts require that they be sent directly from the university or secondary school.
