Last week I asked a confused question about certified copies.
It seems that the only people who can certify copies of documents are notaries public. Although I'd heard of them I wasn't sure what they do but they seem to do lots of authenticating and witnessing and being a notary is the oldest legal profession in England and Wales! Even more interestingly they are appointed by the Archbishop of Canterbury!

And of course the PRO can certify copies of public records at PRO under s9 of the Public Records Act 1958.
