If most cannulation is done during the day by Phlebotomists, I feel sorry
for the poor patients at nights and weekends who have to suffer cannulation
by less experienced, stressed and tired House Officers. Good idea in theory,
though.

With suitable training I would have thought it is to be welcomed.
Having been on the receiving end myself, cannulated by a Phlebotomist in our
A&E Dept, I see no problem.
