Ludi Simpson has given the address

comprise spreadsheets giving response rates by age and sex for local
authority areas.
Ludi suggests that applying these response rates to the ONC estimates at
http://www.statistics.gov.uk/census2001/population_data.asp would give
statistics corresponding to what have in the past been called Preliminary
Estimates for the population of local authority districts.
If you are a dabhand at spreadsheets these calculations can certainly be
made. The response rates are given in percentage form e.g. 99%, 95%, 91%,
etc. But if you change the format from % to number you will find more than
two signficant digits. So it is possible to carry out the calculations wih
a high degree of accuracy. (
(What is the motivation for expressing these figures in perecentage format?
Did the ONS put these statistics in % form because they wanted to discourage
their use?)
But I am not confident that those calculations will give figures
corresponding to what were called Preliminary Estimates. The ONS use the
underenumeration in relation to the ONC results. But the terms response
rates is used in relation to the number expected by the Census as it is used
in relation to social surveys generally. The denominators used in the
response rates tables referred to above is not given on the ONS website. I
have written to ONS to aak about how these denominators were arrived at.
In the meantime I would welcome any elucidation of mu understanding of the
way the terms underenumeration and response rate are used.
