I have worked with a variety of tools - all either free or included with
server software.
You might want to contact the team at the NeLH who have recently started
using some new software for this.
I would suggest that whatever solution you go for, it should comply with
the "Code of Practice" released recently by "Project Counter" an
international consortium of librarians and publishers, who are attempting
to introduce some standardisation into the black arts of reporting web
statistics. This seems to be tied to the charging mechanisms from the
publishers of electronic journals for alternative to licences based on the
number of users or number of machines.
See http://www.projectcounter.org for more info and a copy of the "Code
of Practice".
