As a matter of general principle in cases like this, I suggest that you
write the scope note first, defining the concept the term will
represent. Then it becomes easier to decide what term comes most readily
to mind for most people as a label for that concept. If two different
terms are used for the same concept in a single language then the choice
can be fairly arbitrary - presumably you will give the other as an entry
term pointing to the one you choose as a descriptor, so that people will
find the concept whichever they use to enter the system.
The term chosen as a label may be different in different languages, i.e.
not a direct translation, but that does not matter so long as it refers
to the same concept.
