I don't know if anyone responded to your request, but in my facility (Atlanta, Georgia, USA), we use a Bilichek which is made by Respironics. The following is straight from their website :
BiliChek® Noninvasive Bilirubin System
The BiliChek measures total serum bilirubin levels with no pain, no waiting and no risk of infection compared to the traditional heel stick method or blood draw. Using light, BiliChek tests bilirubin levels without regard to gender, gestational age or bodyweight. Only the replaceable plastic tip touches the baby's forehead, which reduces the risk of infection or cross contamination. The hand-held unit gives almost instantaneous results so treatment decisions can be made more quickly. Can be used in the home or hospital setting. Rechargeable batteries provide at least 100 measurements per charge. Comes with a second battery that can continually charge on the base.

I have been approached by one of our Neonatologists re the measurement of
bilirubin in neonates in developing countries with no or minimal laboratory
support, and I wondered if anyone knew of a system for measurement, either
semi-quantitatively, ie by comparison with a known set of standards ("to
estimate to the nearest 50 umolL would be a bonus!"). Alternatively, if
there is some POC-type system available; I know the Reflotron Plus is not
suitable for measurement of bilirubin in neonates.
