Surely, this is still the obvious forum - it's just that people aren't
using it a lot to generate discussion about public libraries. There
doesn't seem a lot of point in trying to create a new list. It might be
better to stimulate discussion on this one, but as with many other lists
you can't MAKE people contribute!
