Papal vicars are indeed different animals than papal legates. The latter, as
they developed anyway from the 11th century to the modern period were
temporary and then permanent ambassadors to various countries and courts.
The term papal vicar is a rarer appointment, so far as I can tell, and
refers to someone exercising the power of the pope (as the term applies). In
the case of Desiderius, I think it meant that he exercised the (apparently
rather vague) papal rights of oversight of south Italian monasteries
(immunities referred to the apostolic see, and so on).

John, would that mean that "papal vicar" is not the same thing as "papal
legate" ?
seems like, in 12th c. France at least, the appointment to the latter
position
entailed quite a bit of travel (as well as correspondance).
or am i suffering from yet another embarassing lack of knowledge ?
anything about this in Frances Newton's wonderful new study _The scriptorium
and library at Monte Cassino, 1058-1105_(Cambridge U.P., 1999) ?
which i have and haven't had a chance to look at, yet.
