I too am no legal eagle, but my understanding of "fair dealing" was that it was to allow the quoting of material for review or similar puposes. It is allowed so that unfavourable reviews can be published without the copyright holder blocking them! It specifically is NOT to allow a useable sample of material to be produced. Therefore, I would interpret it to mean that you can photocopy an abstract sufficient to show the style of the map, but not sufficient to be useable. Personally, if I need to copy enough to be useful, I assume I need the agreement of the copyright holders.

I'm not an expert on copyright law, so don't take what I say as
gospel, but as I understand the "Copyright, Design and Patents Act
1988". It is possible to make single copies of an extract for
research and private study, under fair-dealing provisions.
Unfortunately the act does not appear to define what it means a
reasonable amount (although I haven't read the whole thing), but I
always understood this to mean 10% or 1 A4 extract.
I suggest that you have a look at the act yourself (especially
chapter 3, in particular paragraphs 29 and 37-43). You can find it
online at the HMSO website www.hmso.gov.uk
NB Educational use is covered by paragraphs 32-36, and does not allow
multiple copies of material to be photocopied - thus the need for
educational licenses.
I am not aware of any amendment to this act which alters this
situation, though EU law may have done so, or be going to do so.
Any legal eagles out there are welcome to correct me if I'm wrong. As
I say this is just my understanding of it.
