Fair enough, but if the DCMI is _not_ going to suggest how people should
link from (X)HTML to qualified DC RDF metadata then _why_ is there a
recomendation about how to link from (X)HTML to unqualified DC RDF
metadata?
It still strikes me as inconsistent, but perhaps I'm missing something?
Is there a better way to do it?
