From personal experience and word-of-mouth, I think a lot of students
either
a) talk to their academic tutor (particularly if they want to stay at the
same University) or
b) find an institution they like the look of, and who does the research
they're interested in, and then contact them directly. Academic
departments will usually find something for a talented student, even if
they haven't formally advertised anything.
I guess option b) is most likely to rely on the web - to get contact
details. If an institution also happens to have a lot of studentship info
on their site, I guess that might be a selling point.
