Um, A List apart does exactly this! Well, they use 11px, but it's roughly
equivalent. It's painfully small on my 21" 1280x1024 monitor (I
setting I imagine a lot of developers use). I've even contacted JZ about
it, but he refused to acknowledge that there was a problem.

Actually, I think A List Apart is a classic example of a site that
looks nice, but isn't very inaccessible. It breaks horribly in
Netscape4.x too. And the navigation is dreadful, considering how much
information is there.
