I would tend to agree that it is part of the overall 'learnig agenda' but I also
believe that there are issues specific to it that make it worthy of exploration
in its own right in much the same way as distance, flexible, open, programmed
(if you are old enough to remember it) and other forms (brands?) of learning
have been examined over past decades.

I agree that the e-learning agenda is fragmented with many groups developing
strategies etc. with apparently no overall coherence and probably
re-inventing the wheel many times. Is e-learning not simply a subset of the
overall "learning agenda" rather than a "stand alone" process?

See DfES press release today. I would hope that once post 16 strategy is
complete, strategies for HE and pre-16 will be produced. This will allow
for cross-sectoral strategies rather than individual sector with
differing agendas.
It is amazing how many groups exist that are looking a e-Learning in a
not too joined up manner.
