Pedagogy is a word I tend to avoid, at least in part because I've never
figured out how to pronounce it correctly!
Seriously, though, most people use it to mean, "The style in which we teach,
the way in which we go about it" - so it does appear to be fairly
teacher-centred, describing what the teaching is doing and how; although
people use it even when the actual teaching style they describe is more
'learner-centred.'
It's easy to get side-tracked, when what we really want to talk about is
how, when and if to make use of computers, and in particular, a VLE system,
in the classroom (or as a replacement for it, if developing distance
learning courses).
