Yes it is, and one that the JISC has agreed to fund, and is currently
inviting bids for. The centre will be funded for five years initially, with
a budget of £500,000 allocated for the first year.

CETIS is primarily concerned with learning technology standards. This
advisory centre would have a much wider brief than that.
