This is a very interesting question and one which, from the perspective of Lifelong Learning [LLL], I am particularly interested in.
It is relevant to this list as with the pressures of new forms and patterns of work, I believe that the demand for conventional offers of learning will become less. This has implications for Schools and full-time higher education as one of the functions of these stages is to prepare young people for LLL and the shortening "half-life" of knowledge.
Many of the issues are well documented in "MAKING A EUROPEAN AREA OF LIFELONG LEARNING A REALITY" at http://europa.eu.int/comm/education/life/index.html
In particular, breaking down the barriers between formal learning and informal and non-formal is perhaps the most important issue, crystallising around improving the accreditation, recognition and acknowledgement of learning outside the formal system.

I realise this is only partly associated with the topic of this mailing
