Lisa, I think you might find my recent Transport Reviews paper interesting
-- it provides a comprehensive assessment of all new American light rail
systems, and a number of others (and also looks at some bus infrastructure
development). The citation is:

For those in the States, I expect to be addressing issues of rail system
assessment on National Public Radio tomorrow on "The Connection," which
