See the "Transit Evaluation" chapter of our Online TDM Encyclopedia at
http://www.vtpi.org/tdm/tdm62.htm. It lists various evaluation criteria,
and discusses issues such as the relative benefits of rail versus bus
transit and justifications for transit subsidies.
This is a new chapter that is still under development. We'd greatly
appreciate any comments or suggestions for improving it.
