JISC Invitation to Tender for
a Study of Managed Learning Environment (MLE)
Activities in UK Further and Higher Education
This study will be undertaken on behalf of the Joint Information
Systems Committee (JISC) and the Universities and Colleges Information
Systems Association (UCISA).
JISC has funded a series of projects over recent years to explore the
impact, development and integration issues related to Virtual and
Managed Learning Environments in further and higher education. The
JISC would like to have a wider view across a broader range of
institutions of the current level of MLE activity in the UK further and
higher education sectors outside the JISC-funded programmes. In 2001
UCISA funded a survey of VLE implementation and use and this was widely
disseminated to HE institutions. This joint study of activities will
provide an opportunity to re-visit some of the areas that were explored
within the UCISA survey and to investigate how the VLE landscape has
changed.
This study should focus on the following four areas:
i. The provision of a definition (or set of definitions) of what
constitutes MLE activity.
ii. The undertaking of a general survey of current and planned MLE
activity (adhering to the agreed definitions) across a wide range of
institutions across the FE and HE sectors including small and large
colleges, new and old universities to build up a general description of
the progress towards MLEs across the UK. As one part of this, the 2001
UCISA survey of VLE use will be revisited and used as part of the
survey to allow for longitudinal comparisons of data.
iii. The provision of an analysis of the outcomes of the survey to
investigate whether there are consistent patterns of MLE use according
to specific factors such as the type of institution.
iv. The development of a series of in depth case studies of
successful and unsuccessful MLE implementation that covers the range of
institution types identified above.
Funding of up to £85,000 will be made available for this study and it
is anticipated that work will commence before the end of August 2002
and be completed by June 2003.
A full invitation to tender can be obtained from Sonja Bisset, JISC,
