Dear Michael,
from some responses to your request it seems that there are
some misunderstandings regarding the use of lights in the high
altitude countries. It was Finland, not Sweden, that started off
some decades ago. Finland is appr. 60 N to 70 N, not very densely
populated, a lot of forests, a lot of driving in the countryside
on narrow and winding roads (and a lot of very successful competition
drivers). The reason for the daytime lights was to be seen, not
to see. It is and was for all vehicles not only HGV´s. This was
considered a simple measure at the time for any car, just switch on.
Nowadays, all new cars sold here will automatically switch on "half-beam"
or similar. Of course it sometimes feels unecessary on highways in the
summertime, but there is no debate whatsoever on taking it away.
By the way this years summer has been the warmest in over a century, daytime
temperatures are still up to 25 degrees centigrade and the living is good.

I am undertaking a research project on the possible encouragement of
daytime running lights in Australia. I am interested in studies of
effectiveness, technology (eg dimmed high beam Vs low beam Vs dedicated
lamps), visual ergonomics, running costs and availability from OEM and
aftermarket suppliers.
There are numerous studies of the effectiveness of DRL in high latitude
countries. Peter Cairney from the Australian Road Research Board
published some research on the case for DRL in Australia during the
early 1990s and that is most useful. However I am interested in studies
that may have been carried out since then - particularly the potential
of "new" technology. For example GM in the USA apparently equip many of
their vehicles with dimmed high beam headlights for daytime use. Peter
Bergkvist from GM presented an excellent ESV paper on that initiative.
