LEGAL RESEARCHERS - IMMIGRATION APPELLATE AUTHORITY

Details: If you have a keen interest in international politics and human
rights issues and you want to be at the cutting edge of developments in
immigration and asylum law, the place to be is the Immigration Appellate
Authority (IAA). An executive agency of the Lord Chancellor's Department,
operating through a network of centres across the UK, the IAA is an
independent tribunal with responsibility for hearing appeals against
decisions made by the Home Secretary and his officials in immigration and
asylum matters. Ensuring that the Authority's judiciary are kept fully up to
date with all relevant information, our Legal & Research Unit has a critical
role to play in maintaining a high quality of consistent decision making in
immigration and asylum appeals. To enhance our capacity to support an
expanding and increasingly challenging workload, we now have a number of
opportunities for highly motivated people, with a high degree of IT
literacy, to join us within the Unit.

To support an expanding and increasingly challenging workload within the
Unit, we are now looking for a Senior Legal Researcher who can write and
assist with the protection of Legal and other publications, including the
summarising of cases.

In addition to undertaking vital legal research for the IAA judiciary and
others within the organisation, you will be involved in researching
political, social and human rights issues in asylum seekers countries of
origin. You will also be responsible for writing and assisting with the
production of legal and other publications for the IAA judiciary, including
the summarising of cases.

A senior member of the team, with line management responsibility for a
number of research and administrative staff, you will have an important role
to play in the smooth running of the Unit and will be expected to contribute
to the maintenance and development of both research and information systems.

A good grasp of legal principles, especially immigration, refugee and human
rights law, should be supported by relevant vocational or post-graduate
academic qualifications. In addition, your ability to master a wide range of
legal and political material from worldwide sources should be matched by the
ability to argue cogently, make balanced judgements and produce high quality
work to strict deadlines. Strong communication and interpersonal skills are
also called for and you must be able to demonstrate that you can manage,
encourage and enthuse staff. IT literate, you should be skilled in
conducting internet research and a self-sufficient user of word processing
systems.

Legal Research Officers/Research Officers £22,492 - £28,765
Legal Research Assistant/Research Assistant £17,300 - £22,412

At all levels, you will be making an important contribution to maintaining
our legal and 'country of origin' research and information systems. In
addition to conducting original research into the politics and policies of a
wide range of countries, you will be expected to contribute to the
production of a variety of legal and other publications. For the Research
Officer positions, you will need to be a graduate with a good record of
relevant experience and the ability to manage staff. For the Research
Assistant positions, a legal qualification and/or experience working in a
legal context would be advantageous, as would management abilities.
Whichever position you apply for, you will need to demonstrate excellent
research skills, including use of the internet, as well as the ability to
reason and argue effectively and express yourself well in writing. It is
also important that you can work independently, using your initiative to
solve problems, whilst also contributing as part of team.

Chief Library and Information Manager £27,940 - £34,680

We are looking for someone who can both direct and manage the expansion of
the IAA's national network of libraries - possibly up to a total of 20 -
which serve more than 500 judicial staff as well as our Legal & Research
Unit. This is a senior strategic and a customer facing role in which you
will be responsible for achieving significant service enhancements,
including the development of a 'virtual online library', and for ensuring
the appropriate distribution of information throughout the IAA. A graduate
with a qualification in librarianship and a good record of experience,
encompassing knowledge management and advanced IT resources, you will need
to demonstrate excellent leadership and interpersonal skills, including the
ability to provide effective remote management and build constructive
relationships with both internal customers and outside organisations. IT
literate, a team player with the ability to work under pressure you will be
proactive and highly self-motivated and possess the financial acumen to
manage a budget of some £600,000. A legal qualification and/or a knowledge
of the legal system would be an advantage but is not essential if you have
the ability to learn.

Library and Information Managers £17,300 - £22,412

Reporting to the Chief Library and Information Manager, you will be
responsible for ensuring that information is distributed on a regular basis
to all our judiciary and legal/research staff and that the Legal & Research
Unit is properly equipped and maintained. Responsible for leading and
training a small team of Library Officers, you will also be expected to
initiate and develop constructive relationships with the full range of
library users. Of graduate calibre, you should have a good understanding of
knowledge management principles and will, ideally, have a librarianship
qualification and/or library experience. Proven or potential people
management skills should be matched by a high level of IT literacy,
including a familiarity with the internet and CD roms. You will also need to
be a team player who is able to work under pressure. Whilst not essential, a
legal qualification or basic knowledge of the legal system would be an
advantage, but is not essential if you have the ability to learn.

Details: Ensuring that the IAA's judicial officers are kept up to date with
all relevant information and provided with the best advice, our Legal &
Research Unit has a critical role to play in maintaining a high quality of
consistent decision making in immigration and asylum appeals.
To support an expanding and increasingly challenging workload within the
Unit, we are now looking for a Lawyer who can write and assist with the
production of legal and other publications, including the summarising of
cases. Undertaking the necessary legal research will form an important part
of your role and you should also be prepared to carry out research into
political, social and human rights issues in asylum seekers' countries of
origin.

A senior member of the team, you will have line management responsibility
for a number of research and administrative staff and will be expected to
work closely with the Head of the Unit on the further development of our
research and information systems.

A good grasp of legal principles, particularly immigration, refugee and
human rights law, should be supported by relevant professional and/or
academic qualifications, possibly including post-graduate legal studies.
Your ability to master a wide range of political and legal material from
worldwide sources should be matched by the ability to argue cogently, make
balanced judgements and produce high quality work to tight deadlines.

A determined problem solver, you will also need excellent communication and
interpersonal skills and must be able to demonstrate that you can manage,
enthuse and encourage staff. IT literate, you should be experienced in
conducting internet research and thoroughly familiar with word processing.
In addition, you should be willing to undertake a certain amount of travel
within the UK.

This role is subject to a five year contract.
