better life in their country of origin, and won't choose to move
to a developed country?
This would also have the great merit of giving us
in the developed world a strong incentive to ensure the developing countries
did indeed become better off, so that we wouldn't be swamped by a tidal
wave of
foreigners and aliens who would threaten our way of life.
Not a cat in hell's chance of this policy being adopted in any developed
country,
let alone the USA, I know, but we are talking ethics and fairness here, not
practical politics.
