JOB OFFER: PROJECT OFFICER
ICLEI'S EUROPEAN LOCAL AGENDA 21 PROGRAMME
The European Local Agenda 21 Programme of the International Council
for Local Environmental Initiatives (ICLEI) offers a job within the project
Training and Capacity Building for Local Action Planning for
Employment (CapaCity).
TASKS WILL INCLUDE
- Support of the day-to-day project co-ordination and management in
ICLEI’s European Local Agenda 21 Unit, as part of a young, creative and
motivated team;
- Development of training curricula for local governments in the topic
areas ”Local Agenda 21 process management” and ”Local Employment
Creation”;
- Contacts to 6 project partners and around 60 participating cities,
contacts to other local authorities;
- Assistance in ”Training Trainers” seminars;
- Awareness raising presentations, workshops and consulting services
(mainly) for German local government officials responsible for Local
Agenda 21;
Writingof reports and other documents.
DATE/DURATION
Start as soon as possible; unlimited contract. However, as the position
will mainly be based on the above mentioned project, funding is
currently only secured until the end of 2003
SKILLS REQUIRED
- Good knowledge of and experience in issues around Local Agenda 21
such as: participation process management, sustainability concepts, case
examples;
- Experience in the application of training techniques, especially
moderation/facilitation, presentation and seminar organisation skills;
- Academic degree in a relevant subject, such as geography, urban
planning or environmental sciences, education, economics or
administrative sciences, or other appropriate qualification;
- German mother tongue, a very good command of English as working
language within ICLEI, and preferably an additional European language;
- Secure command of MS Office, internet research and electronic
communication; web-design experience an asset;
- Good social competencies such as team spirit, communication and
representation skills etc., organised working style combined with a pro-
active, entrepreneurial attitude towards work.
- Preferably knowledge of local administration and policy making,
especially in German local authorities;
- Preferably knowledge of issues related to employment/unemployment
strategies on the local level;
FRAMEWORK CONDITIONS
- Place of work: ICLEI European Secretariat, Freiburg, Germany
- Working hours: 40 h/week
- Applicants must be German native speakers and hold EU citizenship or
a valid EU working permit. Applications not meeting these conditions
cannot be considered.

International Environmental Agency - Movement - Association
ICLEI’s mission is to build and serve a world-wide movement of local
governments. This movement aims to achieve tangible improvements in
global environmental and sustainable development conditions through
cumulative local actions. 370 local authorities and municipal associations
have already joined ICLEI.

1. The International Environmental Agency for Cities, Towns, and
Counties
Information Services. Members take advantage of newsletters,
guidebooks, research reports, best practice case studies, exchange-of-
experience and training opportunities, international conferences, and
information services on the World Wide Web.
Training and Conferencing. ICLEI’s International Training Centre
organises the exchange of experience and helps build the know-how of
local government officials in their capacities as policymakers and
managers for environmental sustainability.
Consultancy. ICLEI experts provide strategic advice on the design of
sustainable development policies and technical support in the design of
environmental management instruments and the implementation of
programmes and projects.
2. The Association of Local Governments
Membership. In Europe, ICLEI has a growing membership of 190 local
authorities and municipal associations particularly dedicated to
sustainable development, as well as associate organisations.
Advocacy. ICLEI advocates for ICLEI members and campaign
participants before national and international governments, agencies,
and organisations in order to increase the understanding and support for
local environmental protection and sustainable development.
Alliances. ICLEI has established strategic alliances with other
international organisations, which concretely support the achievement of
the ICLEI mission.
3. The Movement for a Sustainable Future
Local Agenda 21 Campaign. In Europe, ICLEI co-founded and supports
the European Sustainable Cities & Towns Campaign. The European
Local Agenda 21 Planning Guide has been published in 18 languages.
The LA21 Guidance & Training Programme has offered participation to
dozens of local authorities. The European Local Agenda 21 Roundtable
convenes stakeholders in the LA21 process and national LA21
campaigns for strategic discussions.
Cities for Climate Protection Campaign. More than 100 European cities
form part of a world-wide movement of local governments that adopt
policies and implement measures to achieve measurable reductions in
local greenhouse gas emissions, improve air quality, and enhance urban
liveability and sustainability.
Water Campaign. ICLEI has started a world-wide campaign of cities
committed to a sustainable use of freshwater resources by protecting
environmental flows of water, reducing water pollution, and improving
the availability and efficiency of water and sanitation services.
Eco-Procurement Programme. More and more procurement officers are
joining the Municipal Green Purchasers’ Network to exchange
information and experiences. A series of EcoProcura® Congresses
combined with eco-product exhibitions offer opportunities for exchange
between product designers, producers, vendors and buyers.
Environmental Management Programme. ICLEI members are driving
innovation in the field of environmental management systems. They are
pioneering the development and application of new methods,
instruments and tools. The ecoBudget® model of environmental
budgeting is an outstand ing example.
