The Draft interim statement on the use of human organs and tissue
states
10, (i)
" The department believes that tissue samples may be used for
quality control and audit purposes without requiring specific patient
consent hovever there need to be active local arrangements for
informing patients of such use. Wherever possible such samples
must be anonynised or pseudonymised."
In a footnote (which I paraprhase) it suggest that there need to be
more than just publicity materials. Patients should be provided with
the opportunity to ask questions or seek reassurance.
It also says "If a patient is unwilling for tissue to be used for QA
purposes it will be necessary to explain why this is important. If he
or she continues to object, consideration may have to be given as
to whether it is possible to proceed with a particular treatment or
diagnostic test."
This does not specifically refer to blood but after all blood is a
tissue.
