There is the legendary journal of negative results which as recently been
embodied in a couple of projects.
From the database and an earlier EBH thread :-
a Japanese journal which welcomes negative result trials
for 30 years named "Rinsho-Hyoka" in Japanese language (or "Clinical
Evaluation" in English language.) You can see us in the Cochrane Controlled
Trials Register of the newest version.(About 100 RCTs of us are listed on
CCTR .) But the citations already processed in the Cochrane Library are
from 1987 to 1995 of our journal.
Our journal's web site ; http://www.sphere.ad.jp/cont/
(Only Japanese language is available now, though our journal welcomes
manuscripts of English language too.)
All the bibliographic informations including abstracts are published in
English and you can see it in our web-site except abstract.
Please contact us to the following e-mail address if you need the
English abstracts of the negative-results.

Following your note to the EBH list, you may be interested to view a new
journal which we are working to establish. It's not exactly a Journal of
Negative Results, but we are seeking papers which outline practical
experience in healthcare delivery. We are actively encouraging submissions
from intiatives which did not succeeed, believing this information is at
least as valuable to others as information on successes.
Healthcare Review Online: Experience in PracticeTM is a new development
within the Healthcare Review - OnlineTM journal.
