Can anyone out there clarify the situation on PLS 3 - "Library
authorities must provide adequate opening hours of libraries for users".
The definition of a "library" includes mobiles.
If, as in Bexley, some mobile time is devoted to visits to specific user
groups (e.g. a school visit, an old people's home), does this time count
as opening hours for the purposes of PLS 3, or is it excluded because
the "library" is not then open to all-comers?
Any views gratefully received.
