For statistical purposes, regions within the EU are defined in the
publication "Nomenclature of territorial units for statistics - NUTS" (ISBN
92-829-7275-0, Catalogue no. CA-22-99-442-1F-C).
Within each country there may be up to five tiers of units, from NUTS 1
(broad regions) and NUTS 2 (counties), down to NUTS 5 (wards). A table in
the NUTS publication shows that within EU-15 there are 78 NUTS 1 units, 211
NUTS 2 units, 1093 NUTS 3 units, and so on.
Of course, it is possible that by "European regions" your enquirer means the
cross-border "regions" involving co-operation between local authorities from
two or more adjacent countries, with EU support administered by DG Regional
Policy. That's something completely different.
As you say, these ill-defined enquiries are often difficult to answer
sensibly without knowing the context.

Can anybody help?
We have received a bit of a silly sounding (and therefore pretty tough to
answer) question....
"I'm looking to find out how many European regions there are".
Does anyone know how European regions are defined? Does their number have a
direct correlation with the number of members of the Commitee of the
Regions? How many regions are there?
