Although I don't know if it's what Wilson is referring to, you'll find an
English translation of the "Speculum Perfectionis" in the third volume of
the recent series _Francis of Assisi: The Early Documents_:

There's a Latin-English edition in the Oxford Medieval Texts series under

sources franciscaines:

It's also in the old Everyman's Library edition of the Little Flowers, and
I seem to recall it's in the Doubleday Image as well. Harper and Row
included it in a volume of Franciscana in the '50's, and I suspect it's in
other popular Francis books too.
I'm sorry I don't know German versions, but I'm sure if you need them
others on the list can provide the information.
