TERMS OF REFERENCE
Technical analysis of the future of the Kosovo "Ministry" of health - Health
Policy & Planning.
DFID SUPPORT TO THE DHSW
1. Background
The Department of Health and Social Welfare, DHSW, of the Joint Interim
Administrative Structure of Kosovo, JIAS has embarked upon a health reform
policy that encompasses significant change in the delivery of health care
services and management. The policy is recorded in an Interim Health Policy
Guidelines document from October 1999 and supported by an updated Kosovo
Health Policy 2001 (KHP). The DHSW is also undergoing a process of
"Kosovarisation" whereby the national Co-Director will assume the position
of Director and be supported by international advisors. The DFID has
already supported the DHSW with an international advisor who leads the
policy unit of the DHSW. The DHSW is required to develop into a full
Ministry and to perform statutory functions of government throughout 2001 in
anticipation of its wider remit in 2002. This requires an increase in staff
and responsibilities.
As a result of this a detailed assessment and review of the capacities of
the DHSW and recommendations for the future of the "Ministry" are required.
2. Objective
The objective of the visit is to:
* Working under the DFID secondment to the DHSW review the Kosovo
Health Policy 2001 and assist in the review and assessment of the current
structure of the DHSW and the proposed structure contained in the Kosovo
Health Policy 2001.
* As per the vision of the KHP and the implementation arrangements
articulated for 2001, 2002 & 2003 identify staffing requirements, staffing
costs and operational costs at the Ministry and its parastatal
organisations.
* Deliver a costed implementation plan that allows the Ministry to
compete for government funding from the treasury (Central Fiscal Authority)
3. Scope of Work
As part of the visit the researcher will:
* Meet with the Policy Officer and agree a work and reporting
relationship that will most effectively meet the DHSW's requirements.
* Identify and work alongside national staff to prepare the review and
analysis.
* Identify and meet with key stakeholders, including:
o Key officials from the JIAS Administration
o Officials and experts from other key
institutions, including the Drug Regulation Authority, the Pharmaceutical
Procurement Unit and the Institute of Public Health.
o Other interested parties such as the
representatives from the WHO and the WHO-convened Working Group on Health
Policy and Planning, regional health administrations, health professionals
and the Pristina University.
* Consider the key data and information to include:
o Information available on the health sector
in general and the policies, laws and regulations governing the health
strategy
o Information available on the contributions
of donor funds in 1999 - 2000 and the potential revenues for 2001.
o Prepare a list of documents, statistics and
other data needed and agree this with the DHSW
* Provide a base line description of the existing structure in force.

* Provide an economic appraisal and a baseline description of the
financial consequences and impact of the existing structure and system.
*
* In support of the political objective of increasing the capacity of
the DHSW, examine in general terms, the options for:
a) extending the structure of the DHSW
b) improving the incentives for staff
recruitment
c) building capacity
* Deliver a series of options to the policy unit which allow them to
make informed decisions on the financial consequence of operating the
existing DHSW, or an alternative structure, for the years 2002-3.

* Agree with the policy unit the preferred option for the structure of
the DHSW and deliver a budget and operating cost for the growth of the
Ministry to perform and discharge its obligations.
4. Relationships
The researcher will report to the DHSW Policy Officer via the IHSD office in
Kosovo.

5. Reporting requirements
The researcher will deliver:
* A monthly report in electronic and paper format that informs the
DHSW, IHSD and DFID of progress against the objectives.
* A set of recommendations and base line indicators about the current
structure of the DHSW
* Options for the growth of the DHSW
* A financial plan to implement the policy contained in the KHP 2001.
6. Time and Dates
The visit will cover the period July-September 2001.
