That would be a prefered encoding yes. But it is only OK once we have
approved the 'dct' namespace and once we have added element refinements
called 'pht', etc. to that namespace :-(. I'm not sure if/when we will do
the second part of this. An alternative is that they encode as
<oeb:pht>
i.e. they put stuff in their own namespace - or the LC put stuff into a
namespace maintained by the LC, and we all use
<lc:pht>
