HOW TO BECOME A BEACON COUNCIL
A Library Association Executive Briefing on 25 July 2001, in London
"The Beacon Council Scheme is central to the Government's agenda for
modernising local government. Beacons will set the pace of change and act as
centres of excellence by spreading best practice and sharing their
experience. The scheme will help all councils give their local people and
communities high quality services by enabling all councils to learn from the
best"
"Being a beacon is about much more than gaining a badge. It is about sharing
best practice and experience with others".
(John Prescott, Jeremy Beecham, extracts from the foreword to 'The Beacon
Council Scheme - How to Apply', May 1999).
One of this year's theme is 'Libraries as a Community Resource'. To quote
from the I&DeA website, the underlying thinking is to extend the role of the
library into the community. 'Libraries do not need to be just repositories
for books and information but can be the hub of community life offering
access to local authority services and a meeting place for all. This theme
will help councils promote community identity and combat social exclusion
and is applicable to both urban and rural areas.'
In last year's round, Nottingham, Sunderland, Gateshead and Knowsley were
winners with the role of library services playing a key part in this
success.
By the end of the day participants will have:
* discovered how to apply for the latest rounds of awards
* learnt about the selection criteria and
* examined the application brochure
With the applications brochure being published in early July this day is
timely in helping participants to assess whether they meet or wish to meet
the criteria to apply for an award.
Who will benefit from attending?
Policy makers and/or those responsible for quality assurance.
