The Institute for Human and Machine Cognition (IHMC) at the University of
West Florida developed a concept mapping software tool, called CMap. It
allows for the non-hierarchical visual organization of ideas and also
generates html so that a concept map can be converted into a webpage with
hyperlinks to internal and external documents. Last I checked it was free
and available at http://cmap.coginst.uwf.edu/ -Brad
