Dear Anne,
Greetings from Al-Ain the oasis city of the Middle East. Regarding your
above posting you might find the following of some use (possibly)!
You might find these two King’s Fund publications of some relevance.
1) Mental Health Priorities for Primary Care - Essential steps for practices
and primary care groups
This publication focuses on what GPs and primary health care teams, working
in partnership with health and social care agencies, can do to improve local
mental health services. It suggests early steps for primary care groups as
they set about developing practice-based services and working with health
authorities, trusts and local authorities. The publication is based on work
undertaken in 1997 and 1998 by primary care practices with the King’s Fund
and Centre for Mental Health Services Development.
2) Developing Primary Care for Patients With Long-Term Mental Illness - Your
guide to improving services by Richard Byng & Helen Single
This book aims to show how primary and secondary health care groups can
overcome their traditional independence and work together to improve care
for the long-term mentally ill. To facilitate this, the book provides a
framework for the decision making which is necessary to plan comprehensive
care tailored to the needs of local patients, practices and community teams.
You can access information on these two publications @

under mental health.
I am sure you have consulted the “National Service Framework for Mental
Health” available from the web @
http://www.doh.gov.uk/nsf/mhexecsum.htm#primary
It addresses many issues you raised in your posting.
Under the heading primary care and access to services it gives the rationale
and lists the standards (standards two and three) relevant to your posting.
Standards two and three cover primary care and access to services for anyone
who may have a mental health problem. It provides a service model and
identifies various agencies involved in delivering these services. Lead
Organisation – PCG. Key partners: GPs and primary care team, local
authority, NHS trust, independent sector providers, criminal justice
agencies, service users and carers.
Hope this is of some help and good luck in developing a successful strategy.
Cheers & regards,
Badri
